Utilize or develop state committees with broad and diverse representation to establish criteria for grant allocation, which will provide greater emphasis on collaboration.

2. Promote modification to emphasize collaboration, if needed.
3. Have states adopt new criteria, if needed.

Task 1 - April 2014 - state foresters are now discussing ways to prioritize landscapes and as this action (1.2) moves along, changes to existing grant criteria at the state level (WSFM Grants) is likely to change as well.
